Now is the time to study in Singapore - "The Global Schoolhouse"!

The nation's commitment to excellence in education means that you, as the international student, will benefit from the various schemes put in place to facilitate your experience in Singapore as you expand your academic and intellectual horizons.

The government's Education Excellence Framework focuses mainly on the Private Education Organisation (PEO) sector and aims to establish the three key aspects of academic excellence, organisational excellence and good student protection and welfare practices amongst the education service providers in that sector.

To promote "academic excellence", the first aspect of the Framework, an Education Services Accreditation Council has been set up to accord recognition to education service providers for their capabilities in delivering programmes of high quality.

To improve "organisational excellence", the Framework's second aspect, the Singapore Quality Class (SQC) for PEOs Scheme grants certification to deserving institutions that have shown commitment to upgrading their business and management systems in accordance with the first-rate standards indicated by SQC.

Recent initiatives to boost "good student protection and welfare practices", the third and mandatory aspect of the Framework, resulted in the creation of the Casetrust for Education Scheme. This Scheme will give international students (and their parents) further assurance that the PEOs have in place adequate procedures and appropriate practices that will ensure the protection of the students' welfare and interest.

Specially customised by the Consumers Association of Singapore (CASE) for the education industry, the Casetrust for Education Scheme details criteria that must be fulfilled by a PEO before it is awarded the Casetrust for Education Status. A PEO needs to obtain this Status before it is allowed to offer placement to international students for their programmes.

Some of the good practices required of the PEO include:

- Disclosure of the PEOs' Commitment of Quality
- Well-Trained Personnel
- Clear Fee Polices
- Well-Defined Student Redress Practices and Systems (including the Student Protection Scheme (SPS))
The Student Protection Scheme (SPS) takes the form of a Student Tuition Fee Account (Escrow) or Student Tuition Fee Insurance. A PEO has to employ either of these CASE-endorsed schemes to protect its international students' fees in the event of the PEO's inability to continue operations (due to insolvency and/or regulatory closure) or failure to pay penalties/return fees to students arising from judgements made against it by the Singapore courts.

With the three complementary aspects of the Education Excellence Framework in place, international students can truly take advantage of the high standard of programmes conducted by the PEOs and, at the same time, enjoy the security offered by practices aimed at safeguarding their welfare.
